Your evidence to support your claim: I stole a secret service car from Lola's Mansion following being kidnapped by citizens with class-3s and being forced to get myself fired from my detective job. Kyle chased me on foot at first, shooting the car, and then joined up with a police charger to chase me down and shoot me. He fired on me on 3 separate occasions, 2 of them shown in the video. I'd also like to note that they have the mentor role in-game, but are not shown on the mentor list on the forums.
As a Secret Service agent you do not share the same responsibilities, nor do you have the same jurisdiction as the Police Department or Sheriff's Department. You may therefore not perform police duties.
You may not carry your weapon in public unless the Mayor is in danger. The mere potential of danger is not sufficient.
