We have been refunded for this in the past and suddenly we are not eligible for a refund?

Hello @Walter Scott,

From what I gather, you were conducting a raid of jewelry with a hostage for the sole purpose of monetary gain. After negotiations failed to go anywhere (which is grounds for stopping the negotiations in the first place) a Lieutenant opened fire, thus ending the negotiations.

Rule 5.2.1.8 allows Officers to call off negotiations at any time (Commanding Officer present) if they are not successful. That appears to be the case in this video and this situation as handled by @Jonathan Durrett.

Rule 4.1.2.7 states that any item lost to a single or minor rule-break in a hostage situation for the sole purpose of monetary gain may not be refunded. (Staff discretion)
It was the opinion of the staff members handling this situation that this situation did not warrant a refund, thereby denying your request for a refund of the items lost.

That being said, Lieutenant (STEAM_0:1:97315061) in the video was failing to value the life of hostages. His behavior and lack of due regard for the seriousness of the situation took away from the decent RP in this situation. I recommend that you make a player report, provided he has not been punished appropriately for ruining the RP.

From this, I conclude that @Jonathan Durrett and @misterlol29 with the appropriate advisement of their Seniors handled this situation appropriately.

[5.2.1] General Law Enforcement Rules

In a hostage situation, you are obligated to value the life of the hostage and begin negotiations. A superior Law Enforcement Officer/Lead Negotiator may, however, call off negotiations at any time if they are not being successful. This includes, but it is not limited to, the hostage takers not complying with negotiation terms, constantly threatening law enforcement or refusing to negotiate.

[4.1.2] Kidnapping

Any item lost during a hostage situation that takes place solely for monetary or materialistic gain may not be refunded, nor the raid timer voided. This rule takes effect if you are the instigating party, and the item was lost due to a single or light rule-break. This is up to staff discretion.
