Reason for Report: Player Targeting and bias during player sit/bending rules
Time of Occurrence: 3:14 AM EST - 3:30 AM EST
Evidence to support your claim:

Admitting in private messages that he was wanting to mug me due to past altercations from days ago.



Then a report was made on @Heisen Burg for RDM against Mem. Heisen Burg murdered Hop at EMS to carry out a KOS. Apparently a cop witnessed the murder and called it out. Heisen Burg and Ghost were followed to Portside apartments where our entire org was basing with class 3's and Coke/LSD. Heisen Burg and Ghost had an officer (Mem) call out on gov chat that he needed backup to portside and screaming it in voice chat. Heisen Burg, fearing that our base would get raided as a result of him being there, took the advantage to eliminate Mem to cut off heat from the base as well as himself. He was dragged to a sit and warned for RDM by the same person he had just killed (Hop), Heisen Burg said he was told he had no reason to kill Mem even though he called for backup to portside directly in front of Heisen Burg and Ghost, who had just been a part of a crime that would get them both arrested and the base raided if Heisen Burg was forced to go up the elevator.

Im not sure me mugging someone who was not even in the sit has to do with anything. During the sit none of the class 3s and coke were mentioned just that an officer walked up to you guys without a gun out or anything to indicate that your being arrested and just said over radio he needed backup. @Memo. Heisen burg showed me a video which showed the murder to be quite a while before mem walked up. Killing is supposed to be reasonable and mem asking for backup over radio while not even having a gun out or cuffs is not reasonable.

Now I will give you this https://monolithservers.com/forums/threads/staff-rulebreak.27443/#post-165654 in that SR if the officer sees the illegal activity you can kill him to prevent him leaking but you guys were in the lobby of portside (That is what the video heisen provided showed) and the only reason you were had to kill him in the sit you explained was him calling for backup and you didn't have video of the encounter and just explained that you guys had. As for the murder, no one knew it was you mem said he didn't know either.

Thank you for your report. To get straight into this, I'm not sure what the attached evidence has to do with the rest of the staff report - the PMs are seemingly unrelated to the situation you detail. For the PMs, wanting to mug someone for whatever personal reason is not against the rules so long as all mugging rules are followed, and that they are not specifically player targeting you; mugging you once would not qualify as targeting. If there is an opportunity to mug someone within the rules, it is allowed. If you have further evidence of player targeting you are more than welcome to make another report.

As for the second part, no evidence has been provided of this situation, so no determination can be made on if Hop's decision making in the sit was correct or not.
