Title: Reduce raid timers

I suggest reduce raid timer for places like jewlery, gas and bank. Its kinda boring waiting an hour to raid again. Thats kinda the only reason I hop on now so that I can do jewlery cuz im not getting street pvp.

This is not a PVP exclusive gamemode. We may consider adjusting the timers in the future, but not for now.
