Maybe your car was stolen and crashed into two people, but once you got it back, you proceeded to fail drive and hit somebody else. Regardless of if you hit the two at the beginning, you still fail drove after getting it back. I witnessed that first hand.

Fail driving is not permitted under any circumstances. It results in a vehicular blacklist every time you are caught.
