If that's the case then like @DystopianRaven said. Staff shouldn't get involved at all. Unless the mayor is simply not giving budget without corruption perms. There are many things that sit in the gray area and a lot of them are actual written rules.

Many gmod servers have higher tick rates than monolith. Even servers with the same amount or more players. It seems like the amount if addons, the player count and weapon inconsistencies all come in to play.

Agreed, another thing that could help is pushing money into the city's budget. Money doesn't really make its way around as most players don't work. They do illegal things for their money.
