I'll have to check up on this in-game. I remember giving the person who was definitely supposed to recieve the police blacklist a note (only available to staff members), so that will clear up if you're the rightful reciever or not. This also means that we both have to be on at the same time.

Can confirm everything in this thread. We had killed every cop outside the bank, then suddenly this guy start sniping at us through the windows. He also made a report in which he admitted to counterraid, but unfortunately I couldn't find this in-game. Don't know if that can be retrieved.
