[4.1.1.5] You may not mug or kidnap in crowded places or near any NPCs, criminal or regular - you must do it in less populated and less exposed areas. This may not be in front of an NPC and/or governmental buildings such as the Police Department, Sheriff's Department, Hospital, Fire Department...
[2.2.5] Reasons for killing another player last until your character dies (NLR), you become aware that the other party has died (NLR), or until one hour has passed since the cause of the reason occurred.
[2.2.1] You may not kill or knock out players without a valid In-Character reason.
[2.1.8]...
So before I come to any conclusion, let me ensure I have the order of events clear:
Buhbye dies in a shootout with Redw1re
Buhbye, while dead, finds out he may need to leave shortly
Neko gets car pinched at Casino
Neko and Buhbye argue in PMs
Neko Respawns, leaves the hospital
Buhbye also...
As you can see in the video, if you did attempt to initiate you were not close enough to do so yet ([2.2.14] You are required to give the opposing party a reasonable time-period to respond and act upon your commands in situations where the rules allow various outcomes based on how the opposing...
This is true- to a reasonable extent. The punishment must still be within the realm of reason for the cause. This is not a matter of a few "years" of a sentence, you put your friend in for the absolute minimum for a fairly notable offense.

[5.1.7] Corruption is allowed...
So you heard "Book for assault on an LEO", yet did not feel taking the gun was important? A gun license does not let you retain a gun used to commit a crime.
None of this explains why you sentenced them for 1 year (1 minute).
[2.2.1] You may not kill or knock out players without a valid In-Character reason.
[2.2.3] Vehicle Deathmatch is not allowed without a proper reason. You may use your vehicle as a weapon if you or a befriended life is in immediate danger.
[2.2.8] You may not kill a Law Enforcement Officer unless...
As I said before, it was quite the opposite, he told you simon was behind you.
And for the third time, I'm still waiting for that reason for slashing the tires in the first place.
[2.1.1] You must act realistically at all times. You may not run around not roleplaying at all. This includes, but is not limited to, running around on the main roads, jumping on and hitting vehicles. Do note that you will be playing a character.
[2.6.1] You must abide by realistic roleplay...
Were you out of ammo? Were you AFK?
As a police officer you accept a certain amount of risk on the job to stop dangerous criminals who are busy actively chasing down and stabbing innocent civilians. Did you make any effort to arrest him after the fact?
I am asking for any explanation as to...
The issue is not with your initial surrender, but with you continuing to surrender even after you were no longer in danger and making no effort to stop a dangerous criminal, nor any effort to escape. As far as I can tell, you basically just let him go free with no resistance.
Are we discussing the same clip? From what I see it looked more like he was warning you that a cop was coming, unless he snitched before the clip.
"uh, guys, there's a cop behind you".
edit: Also still waiting for the reasoning for slashing the tires in the first place.
Now I understand not acting when he was explicitly pointing the machete at you. But you continued to not act after he turned towards the other player and chased them down (you would have had plenty of time to shoot or even tase him). You could try and argue you were just still afraid for your...
@krabe Care to explain why 1) You're seemingly randomly stabbing a cops tires in the middle of the road and 2) You chose to stab this man?
@HuskyD0G Can you explain why you seemingly took no action against a man stabbing out a vehicles tires and then another person?
