You have yet to explain why you allowed him to tow another tow truck in the first place.

You are guilty by complying with what your friend was doing. You allowed him to tow your truck around. You are required to report in the instance of rule breaking, and as you were playing along with what he was doing, you were complicit with his actions. This is why you were also banned. Denied.
