there is a solution in this thread, just delete your whole data folder from D:\Steam\steamapps\common\GarrysMod\garrysmod\data\nsicon\monolithrp then rejoin the server. the server will automatically download it for you. if it doesn't work try to "allow custom files from server" from multiplayer...
