When did the situation occur?: Bodycam Recording activates on November 9th, 2020, at 4:17 pm PST. The situation started a little under 2 minutes ago before the Bodycam was activated.
Your evidence to support your claim:
WARNING | Video contains a sudden and loud noise at the very beginning of the Video.

As the suspect, Ick Jones, was initially supposed to be teleported to the Pine County State Penitentiary after being processed, a rogue officer, whose name was not recorded on video, proceeded to deploy his taser at Jones, incapacitating him and disrupting the process that would teleport Jones to the Penitentiary. After that, the suspect proceeded to attempt to shoot at the suspect; however, he has subsequently demoted by me and was promptly arrested. He was supposed to be processed, but a Police Sergeant tasered him in jest. This resulted in both of the suspects not being teleported to the penitentiary, which prompted the present officers at the Pine County Sheriff's Station to attempt to put the two suspects into custody within the station's holding cells. After the suspects woke up, they both started mic spamming at the same time, screaming incoherently into their microphones in the beginning. However, bodycam footage does not pick up the suspect "Ick Jones" screaming. In a note, this report for Ick Jones is for he was repeatedly yelling "f**k you" multiple times to the officers. Bodycam footage shows that the unnamed prisoner was incoherently screaming when the footage began. The situation escalated when it was found that the unnamed suspect was armed with a handgun, which prompted stationed officers to neutralize the threat quickly. He was shortly taken back into holding.

Video Evidence shows that the Unnamed suspect "Mr.toilet" was incoherently mic spamming through In-game voice chat at the beginning of the footage. Directly violating Server Rule 1 Section 9. He also attempted to kill Four Law Enforcement Officers for no apparent reason while arrested and in his cell. Therefore in violation of Server Rule 2 Section 2 § 9.
Video Evidence also shows that the Suspect, Ick Jones, or "Mr.toiletpaper" was repeatedly shouting obscenities at me(Police Chief Johnny Bui), Police Sergeant Gabriel Holtz, S.W.A.T. Officer Mikey Jhinkey, and Police Officer II Elias Diaz.
It might be a major coincidence that both players are in the same Organization, have very similar Steam names, and that the unnamed suspect attempted to kill the other while being processes as an Officer. Then both start incoherently mic spamming at the same time. However, Video evidence does not support these as facts, so I'd like to request a Staff Member's help in looking into Logs to see if such my conjecture upholds the violation of Server Rule 3 Section 6 on Third-Party communication.

After further review I find the player to be in violation of the rules listed below:

1. Mr.Toilet - 1.9 general rule - You may not spam in any way and form. This includes, but is not limited to, in-game chat, voice chat and in-game commands. (mic spamming)
2. RDM - Random Deathmatch - The process of killing people without valid In-Character reasons. (attempted)

1. The player was screaming into his microphone for a bit of time with the intent to minge.
2. The player had no reason to shoot you as he had no way of escaping either way, so shooting wouldn't do anything.

Mr.toiletpaper - 1.9 general rule - You may not spam in any way and form. This includes, but is not limited to, in-game chat, voice chat and in-game commands. (mic spamming)

The player was just repeating "fuck you" into his microphone trying to annoy people.

Mr.Toilet will be given a 2 day weapons blacklist and 2 warning points for violating the rules listed above.
Mr.toiletpaper will be given a verbal warning since it wasn't to big of an issue and it didn't cause any discomfort because he wasn't screaming.
