So I get reported for vdm from a person that I did nothing too. I later talked to the mechanic that I ran over and he said he did not care, and it was all good because he did not lose anything. I then get banned for vdm because some dude that has nothing to do with it decided to report me. It makes no sence that I get banned for vdm when the dude I vdm said it was fine. I talked with him a few hours after I ran him over.

You broke a SERVER rule. It does not matter who reported it, there was valid evidence of the rule being broken therefore action was taken. We do not have a rule stating non-involved parties can not report rule violations. That would be asinine.
