So i was ban for RDM and like to get unban because i told them to put there hands up but one of them just walk in his house so i killed him and the other guy i didn't kill him my friend did and my friend kill him because he didn't put his hand up and he video that what went down you can't real hear me talk in the video

Someone running inside their house is not a reason to kill them, heck I would do the same IRL if I had the chance.

he didn't listen to me he just ran yeah he stop and put his hand up but still he didn't listen to what i said

Attacking to kill should be carried out sensibly and not as a first resort, unless you have a good reason for immediate lethal action.

Youre required to give the opposing party a reasonable time-period to respond and act upon your commands in situations where the rules allow various outcomes based on how the opposing party reacts. For example, it is forbidden to shoot someone instantly after giving them the order to put their hands up while at gunpoint. You need to make sure the opposing party heard you. Keep the voice-chat delay in mind.
