Cop Baiting, Cheating during RP

Reason for Report: Cop Baiting, Probable Cheating as well - So I was Parked at Gas station and this car is obviously cop baiting because he's was following me around prior, and doing donuts(So I would pull him over for reckless driving) when I pulled in to gas station. Then I tried to pull him over and he kept running so its now fleeing and Eluding. I chased him for about 5 min when I decided to put a spike strip down and I see him waiting for me to chase him again????? Then after 10min I decided to shoot his tires because I wasn't getting anywhere as Just 1 cop and His car started smoking, he turned the corner and When I chased after him his car was fixed????? And Even Arroyo said that it was clearly cop bait.

Thank you for your report, after reviewing all of the information and evidence provided, it has been determined that the former Moderator mentioned in this report was misusing his administrative powers to gain an "edge" in a roleplay situation. In addition to that, he was also cop-baiting in this scenario and as such will be punished in accordance with the rules.

As the player mentioned is no longer staff, no further action is required at this point.
