I will add that I made weedle do these actions as I overpower him mentally and physically and also outranked him at the time. I am mostly to blame for the situation that lead to his blacklist.

The actions you and fish demonstrated were clearly against the rules, we cannot have someone that is persistent in breaking the rules and not knowing the limits/boundaries as a police officer, whether being pressured or not, you completely agreed with fish knowing full well it was RDM and against several other rules, even stating in reply "ok yeah yeah fuck him" after being told by the captain to do a firing squad on the vehicle. (him being referred to the suspect in the vehicle).
