I was online as a police officer during this. I didn't witness his arrest, so I can only comment on what I saw in gov chat and the PD budget.

Tom Eli was speaking "on the mayor's behalf" as an SS. Another SS (I believe Jack Carr, as seen in the 2nd screenshot) was telling people not to listen to him. The mayor himself (Dusty) didn't speak about the situation at all, so I assume he wasn't paying attention or was AFK. I can confirm that we were stuck with $25 in the budget for quite a while, but he did give us budget back for the rest of his term after a while.
Due to this I don't believe he was being corrupt, other than having a class-3.

It seems that Dusty has a forums account, but it was last accessed over a year ago and I can't mention them.

After further review I find the players to be in violation of the rules listed Below:
Mayor:

• FailRP - Actions performed by your character that are not realistic and do not correlate with the setting of the server and your roleplay role.
• Breaking charecter.

As the mayor you may not have any illegal weapons unless you got permission form a senior administrator to be corrupt. And talking out of character is not allowed, use /looc for non IC reasons.
SS:

• FailRP - Actions performed by your character that are not realistic and do not correlate with the setting of the server and your roleplay role.

Your job is to protect the mayor, but if he is arrested you may not attempt to break him out.

Both players will be receiving 1 warning points.
