So Maj.kat and some luchesse raided PD after they all died a Shelby omni pulled up with 3 people and countered the raid Vexiyy and other lucheese was apart of the counter and Vexiyy is also apart of the org with maj.kat which kinda tells me he tried to counter to try get their stuff back

oh this is me going to joining the raid i showed up to come help with the raid and backup the people that i thought were still alive in the garage and was killed i was told on my radio to go help with the PD raid and heard gunshot in that direction and went to go assist my org

1. Counter raids can only be performed on player owned buildings or on the Cargo Ship. You may not counter raid a government building or a player owned building/Cargo Ship if it is currently being raided by police at the time. Law Enforcement is exempt from this entire rule.

Let's cut down on the back and forth jabs please, I'm just trying to get everyone's side before I make a verdict.

As our rules are written right now, there is not anything that explicitly disallows those that are not on property when the raid starts to join in for PD raids. The rule listed above that defines passive participants, aka those who cannot engage in combat, is under the heist rules. Our ruleset narrowly defines a heist as such:

• Heist - A heist is an illegal activity involving one of the following places: Bank(s), Cargo Ship and Jewelry Store.

As the police department is not listed, that would preclude it from the rule defining a passive participant. All other police raid rules are written such that the police are the attackers, not the defenders. Therefore there is no applicable rule that they have violated.

That being said I will be referring this instance to the rules reform group to look into the potential hole in our ruleset.
