I did nothing wrong here. He was speeding, I pursued him. (The cars can be hard to control sometime) and pulled him over. He refused to give me the license and registration, refused to get out of the car. I was just gonna give the guy a warning or small ticket for speeding, which I saw him do back on the long road that goes from industrial to pd (I saw from the outskirts exit intersection by pd). What else was I supposed to do? Say "Oh well you're refusing to comply with everything I ask so seeya have a nice day"?
If he'd just RP'd correctly and given me the papers he would've gotten a ticket and been on his way. No admins on, what else would I have done besides arrest?
