11. Counter raids can only be performed on player owned buildings or on the Cargo Ship. You may not counter raid a government building or a player owned building/Cargo Ship if it is currently being raided by police at the time. Law Enforcement is exempt from this entire rule.

This was a shootout. Although reading the rule like that makes it look like a rule break but its not. This is more of trying to bend the rule to your favor. Lets use common sense here. There is no way you can use this rule every time a suspect takes cover inside a gov building in a shootout. Ill use townhall for an example, if a shootout breaks and suspects run inside townhall for cover all of the sudden its classified you guys raiding the place?

I was a part of this shoot out we where being followed cops (code red) and we started having a shoot out outside of the fire station then we moved inside then i gave bubba the radio so he could come counter the shoot out there is no reason for the report it was a shoot out

The rule clearly states that "government building", so I do not think this is bending the rules. A fire department is a government building, it is funded by the mayor. You guys did have a shootout elsewhere on the street, outside the fire station. Although if you were to run into a house or a government building after the fact and the police were raiding it, to my knowledge it would be considered countering the police.
Also, a similar situation had happened a while back whereas my friend was being arrested inside the bank, PS he wasn't raiding the bank and I got blacklisted for 2 weeks because I was "countering the police" for killing them whilst inside the bank. https://monolithservers.com/forums/threads/blacklist-appeal.26541/

Thank you for your report,

For reference, our definition of a raid is as follows:
  • Raid - The act of breaking into or illegally entering a property with the intent to rob, kill, or commit any kind of criminal action to its residents, or to any items inside the property.
Similarly, we can infer that the act of a raid for police would be to enter a property with intent to stop any threats, arrest, or detain any suspect that is committing any "criminal action" inside that building. From this definition, we can determine that the act of entering a building (Fire Department in this case) and using it as a "base" to defend from the Police, would classify the subsequent Police response as a raid. While this decision falls more on a technicality rather than an explicit rule break, HolyHandGrenade has been made aware of this ruling and will be more careful in the future.
