After considering the evidence provided and the context of this situation, I have achieved the following conclusion:

MeatBagFrank (STEAM_0:0:191314133) was in clear violation of rule 2.2.10 as stated below

You may not harm a Law Enforcement Officer for writing you, your friends or organization/party members a ticket. In addition, you may not harm a Law Enforcement Officer for previously arresting you and/or confiscating items from your inventory.

In addition to this, he is also in violation of rule 2.2.13 as stated

Law Enforcement may only be harmed if they are a direct threat to you. Passing by officers and deputies, such as those obeying NLR, may not be harmed unless they initiate on you.

As a result of this, MeatBagFrank will be receiving 1 Warning Point as a reminder to not shoot as a first resort and to appeal the ticket through IC measures.
