Your Steam Name: jColborn
Your Steam ID: STEAM_0:0:445364752
Your Character Name (If Applicable): Jimmy Jimson

Admin being reported: Hatchet Tazz @Frank Loadholt, backed up by @Thanewolfe

Reason for Report: False punishment (I was given a punishment for RDM based on the situation, and Huey was given a punishment for cop baiting).
Time of Occurrence: 9/26, around 8 PM CDT
Evidence to support your claim:
The moment I decided to shoot Huey:

1 second later:

Entire situation (without additional context which doesn't matter much anyways):
Part of the admin sit:
Additional members involved/witnessing: Huey Freeman
Read, understood and followed staff report rules?: Yes

In response to part of @Thanewolfe 's message on my original thread for this situation:
"You shot a suspect in the back without any attempt to subdue."
When somebody's pointing a weapon at you and they have a reason to kill you, you do not try to 'subdue' them. You end the threat.
I decided to fire on him when he was walking towards me and facing me with a machete out, ready to stab. From the time I fired my first shot (when he was still walking toward me) to the time he went down, I fired 7 shots (he ragdolled at 7) in the time of about 1 second. I obviously decided to shoot him before he turned around. Expecting somebody to stop shooting somebody due to them surrendering, putting their weapon away, or in this case running away in the time frame of 1 second after they've already started shooting and have huge screenshake due to recoil is completely unrealistic. When people put their hands up after being shot/shot at but they ragdoll within a few seconds after putting their hands up, it's not the shooter's fault and most staff recognize this. Additionally, Hatchet Tazz never brought up the fact that Huey went down while running away in the sit.
Check out this video where somebody pulls out and swings a machete at an officer, and gets shot while walking away: <video removed>

@Thanewolfe you're saying that if somebody shoots me more than 3 times, or downs me 1 second+ after I surrender then they need to be punished for RDM?
I'd like to have Hatchet respond to this before a reviewer gives their opinion on it.

I believe I was fair and unbiased in my judgement. You were given a verbal warning. I could have issued a harsher punishment, but I did not. The video does show him approaching you with a machete, but without knowing intent, you decided to take his life while he was running away. Combat was never initiated until you were fired upon.

That being said, I have nothing more to say on the matter.

This situation is all too common for police. An officer or group of officers is arresting somebody while they're surrounded by a group of people, and then one of the people in that group equips a machete from behind them and takes the life of that officer 2 seconds from when they equipped it. Situations like these require VERY fast thinking, and are very stressful. If you don't shoot them down in 2 seconds, you're dead. Looking it at now, we know that he wasn't trying to stab me, but by the way he was behaving when I made the decision to engage such as equipping a machete in close proximity to officers and then moving towards them while 'aiming' the machete at them, I had very good reason to assume he intended on stabbing me or another officer. There's NO other reason to do this, which is why Huey was warned for cop baiting seeing as he didn't follow through and do it. A situation where somebody pulls out a machete and moves within stabbing distance of officers the moment it's equipped, and then turns around the moment a normal person would knock 50 health off somebody with a single click is one in a thousand, and it's not my fault that I interpreted the situation wrong.

The machete is already incredibly over-powered, and if police aren't allowed to shoot people who equip a machete and aim it at them while in stabbing range, then you're making it two times more powerful.
Also, I'm not trying to have Hatchet or Thanewolf punished, I want their decisions changed because I believe what I did in this situation was justified, and also it was highly instinctual taking place in only 1 second and it would be quite hard for me to

I agree, you end the threat, however, he was no longer a threat when he turned and ran away, at this point you pursue and subdue, until the situation warrants lethal force. You only started shooting after the threat was no longer substantial. When you fired your first shot he was no longer walking towards you.

Control the scene better. Do not use that as an excuse to shoot a suspect running away in the back.

Make a suggestion in feedback.

You had plenty of time to react to the situation, you make no attempt to tell the suspect to stop or put his hands above his head, instead you decided to shoot him in the back while he was running towards the wall. Also, incorrect, it is your fault you interpreted the situation wrong, hence why you received a verbal warning.

you're saying that if somebody shoots me more than 3 times, or downs me 1 second+ after I surrender then they need to be punished for RDM?
No, I am saying that you should be punished for RDM when you shoot someone in the back after they no longer posed a threat, stay on topic.

To conclude, you received a verbal warning for shooting a suspect in the back who no longer posed a threat. Then you proceed to make an appeal for a verbal warning, which isn't something you can appeal.

Hello,

Thank you for your report. After review, there is no evidence of misuse of administrative power.
You were given a verbal warning for RDM. Based on the video you provided this is an appropriate punishment. He ran, you had enough time to turn to shoot him and kill him. This would have been a good chance to try to diffuse the situation.

Staff report denied.
