Okay, for one i was in a car and had a chance to get away but when i got out of the car i put my hands up and you still shot me. Also there gun wasnt pointed at me in till i started to drive away.

It is clear that he broke a rule, and he will be punished for it. He was stationary for a couple seconds, and you told him to get out, if he had already been at a good speed, then we would have been fine with it. Other than that, yes, he is breaking FearRP. The initial run after as well is breaking the rule, as you had weapons pointed at him.

In a real life standpoint, you would be terrified.
