Yes, and he had a previous refund link posted with pictures of what seems to be quite unusual for a level 1. You need to focus on your own refund request and not doubt the reason behind others. Follow the guidelines as well.

Its only a picture of my farming but its not possible to be level 1 and have 44 farming'

The only reason Jamal got his levels is because 1) of a technicality where he already got accepted by the server director before and it would not make sense to not accept it again 2) and because he showed levels around 70~99 of almost each skill. You only have a farming level of 44 and like I said in the picture we are not here to calculate levels.
