This can seem like a good idea on paper, in practice though, I think you'll find it's not ideal. Let me explain a bit more:

One situation that sticks out to me in particular is car chases. Having all police vehicles outfitted with bulletproof tyres in the same nature of the mayor's limo or the bearcat will lead to nightmarish police pursuits and an increase in code redding which is obviously not the ideal way to finish a pursuit.
Allowing all police cars to have this trait will also render spike strips almost entirely useless, for many of the cars stolen are police cars simply because of their proximity to most crime scenes and how they're unattended most of the time.

I'm willing to bet that 90% of all incidents are due to an easy-to-avoid accident, whether it being the drivers' or the operator of said spike strips. Each time I've seen police get spiked, it's usually because the driver was speeding or driving improperly or aggressively.

If you're talking about in chases, then that's just the way that they go sometime. Police spiking each other happens, and in these cases it's nobody's fault.
