So my friend started playing gmod and he loves your server and I want to throw a party in gmod because for COVID-19 and I wanted to know if I can ask the admins to spawn in some ballons at the house we are going to party at. I can tell them in !report or something else just tell me. Its tmrw would love if you just could help I know this is a great community!

I'm sure if you create a !report in-game they'll do it for you.
There will need to be an Admin or higher online to do it.

Anything is possible on Monolith. A birthday/party is fairly easy to do.
