Request Reason:
Backstory; Aleski Sokolov had a reason to kill from an altercation that occurred less than an hour ago before the killing that kicks this report off. In carrying out Aleskis' revenge the target was positively identified and found to have been in the alleyway next to gun store. Aleski approached the target, confronted them and swiftly shot him, the target in this case being Matt Hover. Further details on offences believed to have been committed are below... There was another player involved but their connection/involvement is to minimal to report.

Violated Terminology: 0 NLR

Violated Rule: 2.3.1 Metagaming
- Metagaming is not allowed. Any kind of information you gain via OOC may not be used IC. Any IC information may not be provided in OOC.

Metagaming: Matt Hover, who was in the alley way next to gun store doesn't appear to have made contact with his friends when confronted by Aleski at gun point regarding this incident occurring in the alley way and thus suggests Matt Hover must have Metagamed the information to his friends either via PM or after death.

NLR: (Video for this to show times between death and him returning to scene will have to be privately seen by staff since there's a lot of in-between talking)
Having been killed in the alleyway next to gun store returned to the scene within the 10-min NLR timer as seen in the clips provided, he is later watched by myself and Aleski from hospital and witnessed running from the guns store to the hospital where he stands around looking at us clearly waiting for his friends to roll up. It appears he clearly summoned his friend who is the other target in this report, Dido King, to our location which is in direct violation to the NLR rule since he should have no memory RP wise about the incident that occurred in his last life and no reason to summon his friend to shoot at us. Upon Dido Kings arrival from the back entrance of hospital we are shot at from Dido and killed. Matt Hover runs over to our bodies to retrieve his stolen gear from the previous incident and clearly states on recording violating rule 2.1.3 and I quote from the clip; "The one who killed me has a class-3" and "I'm glad I got my shit back."

The question of whether or not the person accused of NLR is actually the correct person, I say this is proven because of the provided quotes above which clearly link him to the alleyway shooting as the victim in that shooting.

Violated Rule: 4.2.14
- You may not perform hostage situations nor hide or barricade yourself for defense purposes (against an opposing party) in spawn areas, including the casino, hospitals and church.

Dido King, using the information provided by Matt Hover that was violating NLR and Meta, went through the back entrance of hospital and using the hospital as a barricade for defense purposes to launch an attack and opened fire on our vehicle from inside the hospital which as defined in Rule 4.2.14 classifies the hospital as a spawn area. If in the even that myself and Aleski were able to exit our vehicle and return fire it could have resulted in collateral damage being inflicted against players just spawning inside the hospital. I invite the usage of logs to see if there is any logs that can help prove this case further just as Matt Hovers death time and interacting with any particular objects from the scene of shooting. And to check for logged metagaming.
