i told you to hop out the car, but it seems you weren't in range. my car was parked properly at bank. someone purposely hit my car, and you towed me for it and impounded it.

Right when you pulled out it looked like you false towed the car, we couldn't hear the car being rammed out of its spot since we were inside the bank talking to a bunch of people

False, or not, it doesn't disregard the rule. Although people are free to report false tows to CPT+ of PD, or go to staff on forums/in-game not start a gunfight with a disarmed officer.

- In the video, you could have asked (Why it was being towed?) as in the video, your car was in the striped square space in front of the poles at the bank. Its considered a no parking zone, so it was illegally parked and he was legally allowed to tow it.

After further review, @Cudder nor @pierre should have shot you for simply towing their vehicle, as stated per rule. A more suitable way to handle this situation was to make a player report.
