Since this was an obvious rule break, I wont be needing @Ephalos's side of the story.

Under [5.2.1] General Law Enforcement Rules

1. Law Enforcement may not harm any other government officials - like the Mayor - but if roleplayed well, they can work with others to bring them down.

Was violated by @Ephalos, he had no reason on shooting you the second time, but insisted out of anger. This is completely unacceptable in RP, thus he will receive 2 PD severity points.
