The man (Oliver Queen) was charged with 2 cases of RDM, one just because he wanted to stab someone, the other one being a 'hit' from Justin. I talked to Justin after this sit and he told me that he was paying Oliver to kill people but he though everything was being done through valid roleplay, not just show up and kill. I don't know if this is the truth or not. Through message logs I didn't see anything that just blatantly go up and kill the people. That's my input.
