Request reason: we were trading next to the premium locker at sub, I got my LR 300 out of the locker and opened the trade, as soon as he saw the weapon in the trade window he canceled the trade and pulled his gun out and told me to drop the weapon, he then proceeded to kill me and take my weapon, I have asked several players and admins and told me to report him, as the premium locker is considered as an NPC and should not be able to mug near it

A couple days before this, I had gotten mugged in that exact place. I made a report for it which was claimed by @Lord Toaster and he told me that you can now mug infront of premium lockers. I then also asked him, "Wouldn't this be a public place though?" and he said no. I also asked in OOC after I made that report and people were saying that you are allowed to mug infront of premium lockers now. If I wouldn't have been informed by @Lord Toaster that you are able to mug there, then I wouldn't have done this action.

I killed you because you would not drop the gun.

IF what your saying is true, then rules can't be changed liked that, from what I noticed each admin tells me a different thing, so admins themselves aren't sure about this, how am I a normal player who read the rules must know ?, if I knew about this, I would have refused to meet in front of a premium lockers, but I have asked before going and thought it was not allowed to mug near it, such a change in the rules must be very clear and noted to everyone, not by asking an admin and he responds "you can now mug infront of premium lockers ", we need to know when the rules change, what Iam seeing is you taking advantage of a change in rules that not everyone is familiar with.

Lord Toaster said in the sit that a SA told him that you are allowed to mug infront of lockers. There was also @rxsm and

I have decided that @MustangKB was indeed in a spot where he could be robbed and that this mug is in fact legit. However, after consulting we have also decided that we can't blame Mustang for not exactly knowing this (because of the grey area in the rules) is a less exposed area.
We will change the rules on this sooner or later so keep an eye out for that.

We do expect that you will be more careful next time and have backup for such a trade or do it at Town Hall.
With that said, you will be allowed to make a refund request this time.
