Additional members involved/witnessing: the cadet that died from his VDM, @Superheavy as he was dealing with him and told me his steam name and to add him here
Additional info: me and the cadet were issuing tickets for public farming when we spotted the guy reckless driving, we wanted to stop him and have a discussing on why he is driving in such a manner, he swerved into us and killing the cadet, I reported what happened to the other officers on the radio and called code red as he already harmed a police officer, 1 minute later I found him near the intersection not being chased by cops and I put my sirens to pull him over, he decided that the best way to act is by killing me.

i was code red at the time and it's not my fault you guys just ran into the road i accidently vdmed your friend and then you started chasing me eventually i was CODE RED by all the PD so i had my reasons i had no intentions if you lost anything i'll give it back but next time don't just RUN into the road like that

That in my opinion wasn't an accidental VDM, I usually don't see people driving like that but those who do get a fail driving blacklist. From what I saw in my perspective even though I called you code red all the other officers were having their fingers in their ears not listening to the radio, I think I was the only one actively chasing you.

While I deem the first encounter 100% intentional VDM. I can not see RDM/NITRP. There were tons of cop cars around him, and you previously stated he was code red. He could have been shot at when you weren't there making his killing justified.
