The mayor has jurisdiction over the police department and is managed by the police chief and his assistant, and cannot be arrested unless he is committing a crime, just like anyone else. All arrests need a valid reason
In this video, he is arrested just for trying to get in the police department, and there is no evidence that he did not withhold budget which would make him corrupt. Therefore the reported players will be punished for unauthorized corruption due to tazing and arresting someone without a valid reason
