i upgraded the engine of my audi tt (to a race engine)
it increased the acceleration
but lowered the max speed. (lowered to 60)
is this a bug?

Yes, this is a bug and should hopefully be fixed in the next update! Meanwhile I would suggest that you do not buy any engine upgrades to any car until this problem is fixed! :)
