We waited for cops for like 10 mins as you can see in the recording and after making around 3 calls to the police but none came so we assumed we could kill you. As I said before though I did not shoot you.

You still can't kill the hostage... You have to let them go. Killing the hostage without a valid reason is Still RDM. Read the rules maybe?

Monolith Rules:
[2.2] Player versus Player

1. Surrendered parties (in a Raid, Mugging, Kidnapping and/or Robbery) may not be killed unless they are actively resisting, not valuing their life, threatening to kill or snitch on you, yelling for help or the Law Enforcement, or fail to fulfil requested demands.
2. During a PvP situation, such as muggings and raids etc., you may not kill surrendered parties simply for speaking a few words, unless they are actively yelling for help, trying to attract attention, insulting or threatening you (refer to rules 2.2.2 and 2.2.4).

The Whole point here: By taking a player hostage you take the risk of him then getting KOS on you. You cannot kill him for this fact. It's the whole benefit to following the commands as the hostage - so that he (and his party) can then take vengeance on everyone involved. If it's PVP you are looking for, you are missing out on a valid (non-rdm) PVP fight by killing the hostage.

In technicality, just to add reference, the point of holding for 10 mins is fine, but you have 20 Mins as stated here.

1. You may not kidnap someone for longer than 20 minutes. You have to release and let the hostage go once that time has passed. A staff member may shorten or lengthen a kidnapping. Any hostage-taking situations that are being confronted by police, are exempt from this rule.
   
   
   
   As said here, you didn't have them longer for that 10 mins, and cops did not engage. Meaning that they still had 10 mins to respond while also being a surrendered party like dhirschi said.

I was told that we should of killed him because no one was paying for him, I realize now that I broke a rule. This is my fault, I'm educated on this now and willing to take any punishment. Apologies.

Technically since they did make a 911 call stating they had 2 hostages and since PD didn't show up they can kill hostages. However;
