i went to bank with him to check vault since the doors are opened, apparently he found his friends(same clan) and let them go even tho its arrestedable because they are inside the vault(tresspassing/attemped bank robbery), and then he give them a ticket for trespassing in the bank vault and let them go, i didn't do anything to them because i was confused and he was the chief.
