3 minutes before initial shooting i Was in a pursuit. 2 crown victoria's down tunnel. I approaced a road block with a swat van where i U turned and pulled back to park where my car had its tires spiked. I had killed the officer from the crown vic and proceeded on foot towards mechanic for a tire kit with a class 3 from the active shootout. The black marked Car was in the tunnel on the passing of the pursuit and upon spotting him behind me "class 3 still on back" I crouched behind ppl I hear his radio cry out for assistance as he stops at the stop sign I held off my gun until a second brake stop happened as he turned towards me still heavily armed so I opened fire to back him off and ran on foot to the nearest building I could enter. If the officer was not the one in the tunnel and was not in the pursuit with me then it was simply a missunderstanding in the foot escape. Only proceeded to draw once he hit his brakes that second time by me

While checking logs I do see @Doug Dimmadome in a shootout 3 minutes before your encounter. You were basically at the wrong place at the wrong time, hence I can not punish him for RDM. Aswell as did you see him with a weapon and stopped then continue going.
