I have asked a staff member in a report before when i fished there and they told me that you can still be mugged and kidnapped there in about the same spot as he was. They said you have to be closer to the npc to not be able to be mugged or kidnapped. For example if you were selling your fish to the npc or buying bait I would not be able to mug you while you are standing in front on the npc. You however were not close enough to the npc to get mug immunity.
