We killed him infront of oceanview apartment building, which then caused his friends to shoot us from the apartment building which then caused the cops to respond to that exact situation, and after Mark respawned me instantly went on cop and responded to the same situation.

yeah. the pm says it all. Im not denying the fact that i nlred. I thought that if cops saw this and i got on cop, they told me about the situation then i would be able to come back because as a cop you have 2 lives. I dident affect the situation and when i asked if i could come back and Jetaime said no i left immediatly. I was just waiting downstairs for them to come but they never did, or atleast not untill i got told to leave. I was basicly a bystander and did Not Affect the situation.

That wasn’t me who issued emergency state. well if you were up there you shouldn’t be able to see me below in the elevator. I joined police after they discovered the shootout. You were up the elevator for a solid 8 minutes during that time you could have lockpicked out the apartment.

My bad actually, it was Jack Marly who issued the Emergency State, who also died in the Penthouse Lobby as Civilian. And we had people giving us information from the ground. You where the second to first Officer to arrive at scene. And 8 minutes arent that long as the whole situation from the start to finish took beyond 20 minutes and during that time, the first information we got from our scout was 'Mark Dober is Chief and he's back inside the lobby', thus making us change our plan on leaving....

Well, after about 5 minutes of being downstairs I got told to leave and from the time that entered and left I believe that no officers except for me had arrived on scene, giving you time to push down when I left. And also who where the “scouts” at penthouse, the only 2 people we saw where Romeo Lopez and another ms13 member who both died by cops.

Ethan, Jack and Romeo all died up in the apartments by the defenders and one cop who even pushed up alone, mid raid. Literally none of us died in the lobby as i was CPR'd and Adrenlined after i was shot in the lobby by one of you guys. Me and Bill where the ones who finished the raid to later be killed by cops. Me and Bill where outnumbered by alot of cops by the time we where ready to leave. Your where one of the cops at that time for example, including Jack Marley (who also died as Civilian during our raid). We only figured out you where removed from the situation trough PM's, from you, after we where all killed. We even made reports about it but didn't get a response.

After further review I find the person to be in violation of the rules listed below:

NLR - New-Life-Rule - Your portrayed character can not remember any of the events leading up to, and including, his death.
FailRP - Actions performed by your character that are not realistic and do not correlate with the setting of the server and your roleplay role.

Since you died in the raid as a civilian and came back to the situation as a police officer you were breaking NLR and Failrp. Due to you having quite a bit of a history I will be blacklisting you from PD for 2 days. Please make sure you read the rules and try not the get in trouble.
