Your evidence to support your claim: Basically what happened was, is that he tried to raid me and another guy at the time and he got countered from the raid by someone and died, and after the whole situation, he uses information from his previous life to know that he got killed and wanted to target me after losing in the raid. About 5 minutes later he switches to Police Chief to revoke my standard gun license and then switches off of Police Chief. He then switches back on and then makes a broadcast in chat to request for a gun license as he's giving them out for 5 minutes. Also, he made a false emergency state as well for High Crime I believe but nothing was happening at all. I'll provide a video of him removing my standard gun license and then him switching off of Police Chief right afterwards.

Upon further review. Logs show the RavenWolf taking away all gun licenses on the server before momentarily getting off chief then getting back on 2 minutes after (the cool down that takes place). So player targeting is out of the question. I do not see a reason for corruption/FailRP here, the chief can do what he did. And since the player was not targeting you directly in the video then it is safe to say that NLR did not occur.
