I was involved in this incident. After assuming that the suspect had Left to Avoid Punishment. I asked the other respond officers whether if that was caught on video. Some said they did, some said they didn't. However one of the other officers explicitly stated in the logs that the suspect had in fact timed out rather than left. Which prompted the Chief of Police that participated in the raid to state that we already confiscated his stuff so it doesn't matter if he timed out our not. However, I do not have any video evidence of such discussion but maybe Walter Scott can via showing us the extended footage of the incident after the suspect had left or timed out.

After observing the footage, I see that it would be impossible for Walter Scott to know that the suspect had timed out due to his radio being switched off during the conversation between the other officers discussing how the suspect had timed out instead of LTAP and or LTARP
