From the beginning:

Walter Scott was doing a Layer 1 bank raid which got foiled by security and the cops (mainly Stewart). Walter then released a distress radio call before he was put into critical condition at the bank. I found Walter at the bank garage in critical condition and followed the ambulance all the way to layer 1 hospital. No cops followed the ambulance and it would have been an easy escape, but security decided to show up and take it into his own hands. Once Walter was revived by paramedics, we booked it to my lancer which was in the garage. We had no equipped weapons or threatened anyone's lives, we just ran to the car. You can see in the video that no cops were in the room, they were all just messing about in the front of the hospital. Once security realized he couldn't catch us he shot us, Walter was put in critical condition while I was damaged to 12 HP. Cops were alerted by the security shooting and showed up. You can hear the A. Chief even says " you can't shoot them for doing nothing." We were both placed in handcuffs and taken to PD. I was let go but Walter got arrested for bank robbery.

Now with persistent storage, there could have very well been a gun in the car and you already are code red. With that being said, security should not have taken matters into their own hands.
