After further review, I found the accused player to have broken the following rules:

Attempted RDM - Tried to kill you for no good reason

Breaking NLR - Coming back to the bank parking lot and making the 911 call about the guy that killed him

Due to these rule breaks the accused player will receive 2 warning points for Attempted RDM and Breaking NLR.
