Request Reason: He RDMed me told me to put my hands up to mug me but then one of his friends hand cuffed me and before they left he killed me for no reason. Before staff could bring him to a sit he left the server and was unable to give his side of the story. @Backflare asked me to make this PR.

You gave me about 5 seconds to put my hands up before your friend handcuffed me and then killed me anyway when you both searched my inventory and found nothing to gain from mugging.

1. Attacking to kill should be carried out sensibly and not as a first resort, unless you have a good reason for immediate lethal action.

You had no real reason for immediate lethal action I was not resisting. I had 0$ no items you could mug for. There was absolutely no reason for you to kill me.

Why would you handcuff me and then kill me anyways after removing the handcuffs.

@Zyzz did not comply with your orders that is correct; however, once he was placed in zip ties and searched he is considered a non-threat & surrendered party. You may not kill him for not putting his hands up after a mugging. Also, the places you mugged him are considered exposed and a public area, hence you can not mug people there.
