yes I paid the ticket because the cops wouldn't accept my appeal

There was not enough evidence to punish the following individual. This is more of a warning to them and hopefully they understand to be careful in the future. This is the perfect situation to caution on because now that it is documented if this type of behavior continues I can establish player targeting. At the moment I do not have substantial evidence of player targeting.
