Gmod is allowed to use how ever much it wants, and uses around 12 gb for me. It shouldnt use 8 gbs. Run a ram troubleshooter.
Your specs shouldnt have issues like crashing.
I have a less powerful pc, but get from 40-90 fps on average.
I have an Intel i7 9th gen, a Nvidia GTX 1050Ti, 16gb of DDR4 ram, and the Samsung ssd I mentioned. I run the game at max settings (Since some models and textures break if I don't)
You have a better pc all together, but get less performance even with worse settings. That is very odd.
@Hector is correct, you should try taking your ram out of the pc and back in, as the cards may be loose.
