Request Reason: I went to retrieve some rebel crates, and a combine shows up, I guess escorting a hazmat, I was unarmed, in civ clothing, clearly trying to open a box. I told him he wasn't supposed to mess with me at the boxes, he executed me. Then I heard him shoot the Hazmat too. He immediately returned to the surface, dropped his job, and returned to the subway to gather boxes.
When did the situation occur?: 3:18 pm CST and I was able to find him shortly after in the subway camping boxes as expected. 3:47 pm CST

After a long review of this report, I have made the following observations:

SUMMARY
CLIP 1
Clip #1 shows an encounter where @dhirschi kills @Moze for not putting their hands up.

CLIP 2
Clip #2 shows @dhirschi standing in the same spot that he killed @Moze in.

VERDICTS
Based upon the summary above, I have issued the following verdicts:

@dhirschi did not make any effort at all to use anything besides lethal force. Additionally, while not in the rules, it was stated by many staff members during the event that camping crates was not cool. In regards to his initial "stop" I do not have an official list of contraband for the Half Life Event, and thus can not do anything in that regard.

In regards to violating NLR/ Job Abuse, @Moze 's clip lacks context as there is no timestamps anywhere on it, thus the inconclusive verdict.

SUMMARY
Based upon the above verdicts, the following will occur:

• @dhirschi will receive a verbal warning for RDM
• @Moze is eligible for a refund request for any items they may have lost but ONLY if they reach out to me before making their request.
