Request reason: So I lockedpicked the door to my friends arpartment because I did not have the keys yet, then around 3-4 min later some guy with an ar tells me to put up my hands, he then guns me down after I do as he is telling me.

Same issue as well here, @8B1T we see that you are very well trigger-happy. This does conclude that you really need to take it down a notch.

You never clearly told him to not talk, all that was said here was to put his hands up, he complied with your order, yet you shot him. You must be clear with any order you give, and give them enough time to respond.
