So im driving in my charger some guy Jay Walks and gets in front of my car and i hit him thats not VDM thats him breaking a law and getting hit and i did call and ambulance i said "oh we need EMS to town hall" then before that im doing a traffic stop the guy keeps going i hit the back of his car he's not wearing a seatbelt and he flies out the windshield

You admitted to VDMing twice, you said you didn't call EMS and now you're saying you did. You had been warned previously about this for fail driving and VDM, clearly not learning from your mistakes.

You are going back on your word because the reason you got the blacklist was because you admitted to not calling EMS. You actually said you didn't feel the need to call EMS.

No that was in the car chase i said i checked his pulse and it said he was deceased and sending EMS out there would be a waste of time and after that with the guy that Jay Walked i hit him and said we need EMS

And you didn't say he was deceased. You were happy with the punishment and then changed your mind to create a blacklist appeal. Blacklists are not given for no reason, you need to learn from your mistakes. If you are carefully driving and still run someone over accidentally, it needs to be in your best interest to call EMS if they are NOT deceased. If this happens again, a larger punishment will be given.
