What happened: I ran out of paper to make LSD and couldnt buy them from a guy b4 server restart.

In the future when you know the server is going to restart, avoid deploying things close to the time it is going to restart. Refunds are normally granted in situations when the server crashes in the event of a bug causing you to lose your items. If you were notified of a server restart, it's your own fault if you lose items.
