I told you that you VDMed the guy, as you did not call 911. Simple as that. Your history with VDM warranted you getting warning points, and you had enough to be automatically banned. I made this as simple as possible.

You said you didn't VDM him, yet you hit him unintentionally but didn't call /911.

Running someone over isn't the same as not calling /911? How do you not process that through your mind? Its two completely different things

You ran somebody over, how am I supposed to know if it is on accident or not when you don't call 911? Calling 911 is related to running somebody over.

After reviewing this, there is no where in the rules saying you are REQUIRED to call 911, yes it helps to clear your name and make it look less like VDM, but as said it is not required.
